For a significant number of years, Nigeria has been facing alarming forms of malpractices that is being perpetuated in the conduct of examinations at almost all levels of its educational institutions. In effect of this, credibility in certification exams has been declining significantly.According to Fagbemi (1998) government functionalities, school authorities, invigilators, examiners, parents and students are all seen to be perpetrators of such a malpractice (p.13).In effect of this, examination malpractice in the country have paved the way for a significant percentage of the Nigerian population, most especially among the sophisticated part of the social strata to question papers from examination bodies or bank officials wherein question papers have been provided to them for safe keeping (Balogun 1999, p. 110).The act of education malpractice in Nigeria becomes more complicated as some parents were reportedly purchasing question papers from examination bodies or bank officials. Othe r than this, multiple registrations of candidates are also seen; and these incidences go as far as female examinees inserting their pictures in their examination scripts with self-addressed envelopes, implying a willing invitation from examiners (Ene and Ursula, 1998, p. 15-18).Syndicates have also been capitalizing in the practice as there have been special centers which are reported to write the examination for candidates themselves through coordination of various officials from exam bodies’ with the help of corrupt school administrators.Some students also pay huge amounts of money to school administrators and examination officers just to allow them cheat in the examination hall (Fagbemi, 1998, p.16).A number of private schools as well have been reported to sponsor examination malpractice in order to attain a high percentage pass at credit level exams such as the Nigerian Senior Secondary School Examination (SSCE) and Junior School certificate Examination (JSCE) (Balogun 19 99, p.111).In effect of these malpractices the Joint Admissions and Matriculation Board (JAMB) introduced a number of changes in the question numerations varying for every candidate, which in effect turned out to low examination results within the University Matriculation Examination (UME); albeit, another turn-around was devised by syndicates, hence paving the way for the JAMB examination to be unreliable as well (Fagbemi, 1998, p. 14).Examination malpractice in the country has already reached a significant percentage.For instance, the University of Abuja already had 41 out of 44 students expelled in September of last year due to examination offenses. In 2007 as well, 232 individuals were already blacklisted due to their participation for the leakage in the exam that was organized by National Examination Council (NECO), West African Examinations Council (WAEC) Joint Admissions and Matriculation Board (JAMB), National Business and Technical Education Board (NABTEB) and National Teac hers Institute (NTI).These individuals were school principals, supervisors, invigilators and examiners (Balogun 1999, p.12). In the same year on the month of February, the federal government of Nigeria had announced that 324 schools were already closed and would no longer serve as centers for public examinations due to documented incidence of malpractice as well (Ene and Ursula, 1998, p. 20).Purpose of the ResearchThe purpose of the research is to provide detailed information as to the malpractice of Nigerian educators, students, government officials and parents that paved the way for the perpetration of cheating within national certification exams; and at the same time provide alternatives based on the principles of effective educational leadership in order to improve the disposition of educational institutions in Nigeria.The study will be focusing on the inconsistencies of government policies that paved the way to the difficulty of implementing a sound program promoting honesty am ong certification exams. The study will also be focusing on both internal and external factors that cause malpractice.For instance, the issue of the non-implementation of educational policies for educators that supposedly can bring higher morale among educators and consequently financial stability that would somehow lessen their inclination to be bribed or conduct various malpractices in exams will be discussed.The lack of employee motivation and weak accountability for educational leadership will be discussed, while external factors such as teacher shortages and corruption will also be presented (Sachs, et.al., 2004, p. 11-12).The decline of morale of educators, the continuous brain drain phenomenon in the country or the flight of talented Nigerians to other countries, the role of poverty, the ill-equipped libraries, violence, cultism, and the explosion of student enrolment will also be presented.Forms of examination malpractices will be presented as well; together with the individ uals that are often involved such as parents, teachers, students, government officials and institutions (Aina, 1993; Bunza, 1993).After all of these factors are expounded, the role of educational leadership such as transformative education will be presented (Obikeze, 2003). The research will show that through the role of transformative education or a process of remolding or reconfiguration of the existing state of affairs, the educational paradigm of Nigeria will be changed.In addition, the study will also present the role of refocusing and re-energizing of the institutional framework of education that will pave the way for more competitive educators, intelligent, honest and competitive students, honest and government and non-government institutions, together with the students' respective families (Obikeze, 2003).For the purpose of this research, the study will also be elaborating of Nwagwu's (1998) critical areas of reform in secondary education such as quality of primary school te achers relative to the student ratio; the secondary school curriculum, together with the facilities and materials that are being used.Time utilization and management of the aforementioned, backed with discipline and character formation among students, and finally other material factors that could help in improving the learning dynamics of students such as boarding houses, recreational facilities and various type of scholarships and arrangements (Nwagwu, 1998, pp.10-21).  The role of decentralization is also vital in terms of educational development and will be presented in the research as part of educational leadership theoretical background.Decentralization will pave the way for the privatization of state-run activities that will involve the use of performance assessments and results-based management as a means to exert state influence while still allowing various areas vital for decision making (UNESCO, 2006).

The Wretched Of The Earth, Franz Fanon Frantz Fanon was a black psychiatrist and author from Martinique who also led a life as a philosopher and revolutionary (Micklin 1). He was from a middle-class family, but soon started supporting very liberal ideas when he personally experienced the abuse of the Martinique people by the French army (at the time, Martinique was a French colony). He wrote a few influential novels, but his most famous novel, The Wretched of the Earth, addressed the abuse of the Algerians by their French colonizers (Micklin 1). Because of its controversy, France eventually banned the book (Ehrenreich 1). Although the novel mainly deals with the struggle of colonized countries in the hands of their European colonizers, it also focuses on how ideology is spread, the effects of imperialism and nationalism, racism, and particularly the role of violen ce in the problem and solution. This book was especially interesting because of its strong style. At first, it seemed that it would be difficult to sympathize with anything in the novel, since it is advertised as a very radical book. But Fanons blunt, passionate words sound so natural and honest that it is almost as if Fanon is lecturing this book from a podium. This is probably because he actually dictated this novel from his deathbed, while he was dying from leukemia (Micklin 1). Fanon wrote this novel so that is has no plot or characters. Instead, he refers to only the colonists and the colonized as the two main opposing forces. He gives some examples of these, most of which are about French Algeria (the French were the colonists and the Algerians were the colonized), since he had seen this occur firsthand. This leads to another reason as to why the book is so effective. Fanon is not speaking from an unbiased perspective. He is putting himself in the place of the colonized, repetitively stating things like the W est wants to condemn us, letting the reader know that the situation has affected him too (57). In addition, this illustrates how passionate he is about the subject since it is personal for him. He also gains credibility and his audience is more likely to listen to him and trust him. Fanon splits this book into five main sections-the first, and perhaps most unforgettable, is called On Violence. In this portion of the text, Fanon basically labels the entire act of colonizing as an act of violence. First of all, the colonists commit violence against the colonized. And in return, the colonized respond with violence. However, the colonists are truly violent. Fanon claims that the work of the colonist is to make even dreams of liberty impossible for the colonized (50). The colonized are only violent in response because that is what it expected of them and it unifies the people (51). This is the only way for them to decolonize and maybe one day reach their goal-according to Fanon-of eventually being the colonists (16). So even though Fanon criticizes colonization as a cycle of violence, he advocates violence as the only solution for colonized to take. The second part of the novel, Grandeur and Weakness of Spontaneity, deals a lot with nationalist parties and the general distrust of rural masses. Fanon discusses the lumpenproletariat, which is the group of people below the working class (81). These people are criminals, prostitutes, homeless people, and anyone who does not fit into the working class. They are crucial for revolutions because they were typically not modernized or educated and probably were not fully integrated into the newly introduced colonial society. Therefore, they would not be oppressed by accepting the new language and culture and would be more willing to take action. So Fanon rallies them to take revolt, as they are probably the most likely to succeed. This is interesting though because if he really is trying to rally the lumpenproletariat, this is a very weak way. The literary rate of the lumpenproletariat probably would not have been very high since they were mostly uneducated. This is only made worse by the fact that this book is particularly difficult to read and understand. So how would the lumpenproletariat be able to read Fanons message (unless they had it tediously dictated to them)? The third section, The Trials and Tribulations of National Consciousness, focuses on racism. Because Frantz Fanon was black, much of his writing is focused on the plights of Africans and their struggles under European rule. But although he focuses on this particular group of people, it is reasonable to assume that his analyses could be extended to most other colonies. Europe, after all, has colonies all across the world and not just in Africa. Another important point Fanon makes in this section is that the behavior of the national bourgeoisie of certain underdeveloped countries is reminiscent of members of a gang who, after every holdup, hide their share from their accomplices and wisely prepare for retirement (118). This is interesting since Fanon obviously portrays the bourgeoisie as the savages as opposed to the less educated, working class. He assumes that their desperation means that their success is short-lived and because of the lack of stable government and political leaders, the army becomes necessary as an arbiter. This continues the cycle of violence just as Fanon mentioned in the first section. In the final section, Colonial War and Mental Disorders, Fanon claims that because of the systematized negation of the other, a frenzied determination to deny the other any attribute of humanity, the colonized are forced to ask who am I in reality? (182). When France colonized the Algerians, the Algerians completely lost their individual identities and their culture. The Europeans impose their own culture on them, but they obviously will never become a true European. This fits in interestingly with their determination to overthrow the government. It is a very smart move to remove each colonized citizens identity, because then they are less likely to fight for themselves if they have no idea who they are. This section was also interesting because it examined different cases of mental disorders resulting from colonization. This included the psychological effects on both the Algerians and the Europeans. So even if a European comes across Fanons novel and is not affected by the Algerians problems, perhaps he would feel sympathy for his fellow Europeans. For example there is the European police officer that met one of his Algerian victims at the hospital (194) and the European police officer that was so used to torturing Algerians that he tortures his own family (196). Both find their personal lives highly influenced by their past actions. This also illustrates that war really does affect everyone, even when it doesnt seem like it. Although this book was interesting and provocative to read, Fanon could have improved in a couple of areas. This novel would have been better if it was more fluid and comprehensible. Fanon seems to jump from point to point without much order. This could partly be attributed to the books translation from French. Since Fanon mostly used his own personal experiences and a few primary sources for the novel, it would have been better with a lot more secondary sources comparing the colonization of Algeria to other instances of colonization. Fanon could have described other situations where colonized people revolted and whether they successfully or unsuccessfully decolonized. If he could have found an example where the colonized used violence successfully, that would have helped his argument a lot. In Jean-Paul Sartres introduction to the novel, he states that many do not agree with Fanons support of violence as a solution (xlvi). But Fanon had valid points in his argument. In fact, maybe F anon should have expanded more on his On Violence section because it seems like this is the only section that offers true solutions to the problem. So Fanon does not necessarily go too far when he says the colonized must rise up and revolt with violence. The colonists used violence during their colonization and didnt seem to listen to the colonizeds protests. So that only leaves violence as a logical solution. Even though this novel is very radical, most of Fanons points are understandable; it is easy to imagine how they could apply to many modern situations-anticolonialism, civil rights, and even our current situation in Iraq. It is interesting to think about this in a time when there are not many direct methods of colonialism. Because of this novels exploration of colonial struggles, The Wretched of the Earth has become one of the most famous novels dealing with decolonization.

This explains why the Georgian President had to agree to negotiation formats and mechanisms of conflict settlement with Russia in the leading role, although Georgia would have preferred greater involvement of other international actors in conflict resolution efforts. With this program outline, it should be evident that we can work with the budget allotted and still provide the essential services to our target population; the young people of the community who need to be able to return to school. A new day is dawning; how will you make it a successful one? educational, vocational, and training services to many sections of the local population.They have been involved in the community for many years (undefined in he scenario) and have decided to face a new and dangerous challenge; the increased dropout rates of high school age teenagers in the area. With increasing economic strains because of Job loss, relocation of companies to other cities, and budgetary losses due to lower property tax revenues, the students in the area are being forced to look for work to help support their families. It has been an ongoing challenge for local schools to retain and recruit qualified teachers that can hold the interest of these students.Unfortunately, this means that education comes second in heir lives and they lose the motivation to continue to improve themselves. Our agency proposes a new and innovative approach to allow them to complete their high school education, gain new skills, and be better prepared to handle life's challenges as they present themselves. Statement of Opportunity We are a group of dedicated indi viduals who want to see the high school dropouts of today become self-sufficient, productive members of the community tomorrow by offering them the skills to begin a new Journey.Education, vocational skills, and training are the key to success; our plan is to make a seemingly impossible challenge nto success through hard work, perseverance, and the true spirit of belief in our fellow human beings to want to be better than they are today. Impact on Organizational Structure Vision in organizational program development is important because it gives hope and direction to all those who hold stake in a project; in this case, students, parents, educators, administrators, potential grant donors, community members, social services workers, and businesses in the area.An executive director's vision is crucial because it shows that they truly believe in the proposed program and that it will ucceed in its goals and objectives. Challenges present themselves every day; the true challenge is taking the problems and turning them into opportunities. The positive is far more productive than allowing others to wallow in despair and give up on the possibility of success. Reaching for the stars is unrealistic, but hope is a powerful motivator; my goal is to make that hope into a reality for the students who are often forgotten members of society.With any change within an agency, comes an mission, goals, objectives, and vision of any program. Structural changes must occur o allow for new programs to be implemented. Organizational mission, goals, and objectives may have to change slightly to reflect new aspects of the program being developed, but should pretty much remain the same. While all of these areas may be detailed, it is important not to make goals and objectives which are too expansive as it could cause the entire program to fold if not managed carefully.I can see where there may need to be some changes when incorporating youth into a program which may have been initially de signed to assist adults who have different issues. The new oals and objectives of this project must dovetail with existing agency directives because if they do not, they may cause unpleasant and potentially devastating changes to services already offered. Organizational planning may be need to be revamped to include the program in the short- and long- term plans. Any time changes take place within an organization; there will be changes in the planning.From development to implementation and beyond, new plans which influence current programs will have to be addressed. In this scenario, the implementation of a dropout program may require facility changes, changes in staffing, community utreach that has not been needed before, coordination with school officials, budgetary changes, and development of new funding sources. It will be important to keep in consideration the needs of current programs when developing new structure for this program so as not to damage already successful program s.Organizational operations will also need to change based on the needs of clientele, staff members, and facility availability. There will be a need for more space for classrooms, more instructors, and different equipment and materials; using the same materials for igh school age students may not be realistic in terms of safety. Costs will quite definitely increase as the demand for hands-on vocational learning becomes reality for this group of students, hours are extended, and new materials for classroom learning need to be purchased.Administrative staff and Board of Directors support will require a clear and accurate picture of how things will need to be altered in order for them to run effectively and efficiently. The mor e pressure exerted on the market, the more businesses will move out of the area because there is incentive to do so. As companies leave, property and other taxes drop which means less money is available for schools and other local services. The amount of teachers and support staff drops and students feel it is not worth their time to attend. Financial resources will always be limited, so the time is now to take advantage of loans and grants offered by the school district and government agencies.Applying for outside grants will need to occur, but without firm commitments they cannot be The risks that the agency will take will be directly correlated to the success of the program. If the project shows that it is successful, more money will be fed into its coffers. If the program is questionable or fails, money will be withdrawn which could seriously hamper current programs as well as the proposed program. In theory, this investment could make or break the organization which is more tha n likely working on a very limited budget in the first place.Adding additional staff and technical resources is expensive and if these people would have to be terminated because the rogram fails, there will be other separation costs associated; machinery and other items may have to be sold for a significant loss if they cannot be used in other programs. Our staff is truly one of the most important keys to the success or failure of this program; without them, there would e no way to make success a possibility. With staffing cuts, come reductions in pay for many school employees, so we will need to provide other incentives to attract qualified, motivated instructors.Paid time off, health benefits (at least partially covered by the agency), incentive rewards for number of students who perform well and/or graduate from our program, and other extrinsic reward systems will be implemented as the budget allows. Intrinsic rewards such as recognition by other staff members, community recognition, publication in journals to recognize the successes each member has worked hard to attain, and ven something as simple as a smile and a good Job from supervisory personnel will make a big difference in the way employees feel about their Jobs.As Executive Director, I personally will take this responsibility to make this happen and encourage others on my staff to do the same. HI, my name is Chapin Bengal and I would like to thank you all for coming to our 8th grade Continuation Ceremony. I am honored to be presenting to you tonight as one of the valedictorians of the 8th grade class at Homestead Peak. When I transferred to Minter Middle School in 6th grade, I was very apprehensive about starting a new school where I didn't know anyone. However, there was no need for me to be worried. All of the students and staff welcomed me and made me feel as if I had always been a part of the community. Throughout the past three years we have all formed close reindeer's and created many memories.Whether It was normal classes or various fieldwork expeditions, we all formed a bond through these experiences that Is irreplaceable. As a class we have worked hard to prepare ourselves for high school. We all have accomplishments to be proud of, such as 2,000 hours of community service. We have worked hard to exemplify our community traits and keep our grades up. Even though s ome of us may be going to different high schools or even moving out of state, we will always be connected. I would like to thank my peers for giving me great middle school experience.We wouldn't be where we are today without the help from our teachers and families. As an expeditionary learning school we do a lot of hands on activities. I would like to thank our teachers for helping us learn a lot and making it fun at the same time. They are the ones who organized activities like the Tenth Mountain Division hut trips and The Civil War Reenactment. Both of these experiences have taught me about important lessons in greater depth than I would have learned In a classroom.
